Site manager and construction supervision – Łódź and the region

I run builds as site manager and act as investor supervision inspector in Łódź and the Łódź region. I make sure the building goes up in line with the design, the building permit, the regulations and good practice – from setting out to the notice of completion.

Taking over the site, keeping the site log, organising the work in line with the design and health and safety rules.

How I work on site

  1. Design review

    I study the design and the permit and point out the places that need special attention.

  2. Start of works

    I take over the duties, open the site log and take part in setting out the building.

  3. Checks at key stages

    I am on site for the foundations, the reinforcement before pouring, the slabs, the roof structure and the insulation.

  4. Ongoing contact

    The investor and the contractor can reach me by phone – decisions are made quickly.

  5. Completion

    I complete the documents and sign the statement that the work matches the design.

Site manager versus investor supervision inspector

The site manager is responsible for running the works: organising the site, keeping the site log, looking after safety and making sure the work matches the design. The duties are set out in Article 22 of the Polish Construction Law.

The investor supervision inspector acts on behalf of the investor. They check the work of the contractor and the site manager, inspect the quality of work and materials and take part in inspections. Their duties are set out in Article 25 of the Construction Law.

The Construction Law (Article 24) does not allow one person to hold both roles on the same build – on a given project I can act in one of them. “Construction supervision” here means supervising the build on the investor’s behalf, not the building control authority (PINB).

What is the difference between a site manager and an investor supervision inspector?

The site manager runs the works and is responsible for their compliance with the design and the regulations. The investor supervision inspector represents the investor and checks the quality of the contractor’s and the site manager’s work.

Is a site manager compulsory when building a house in Poland?

As a rule, yes – the investor must appoint a site manager with the appropriate building licence. Exceptions apply to certain simple structures listed in the Construction Law.

Can one person be both site manager and supervision inspector?

No. Article 24 of the Construction Law prohibits combining the roles of site manager and investor supervision inspector on the same build.
